CK3 China Guide: How to Climb the Celestial Bureaucracy and Seize the Mandate of Heaven (All Under Heaven)

This CK3 China guide is written for Crusader Kings III version 1.20 with the All Under Heaven expansion, with the mechanics verified against the current wiki and the official China dev diaries. China is not Europe with different art. It runs on merit, exams, and appointments, and if you understand the ladder, it hands you a clearer path to the top of the map than any other region in the game.

Why China changes everything in CK3

The Celestial Government puts a hereditary Emperor at the top and awards almost everything else below him. When a title opens, it goes to the candidate with the highest score, and that score is dominated by your Merit Rank: your governmental accreditation level, in nine ranks from ninth up to first. You can spend Influence to nudge outcomes, but Influence cannot buy you a posting you have not earned the rank for.

Three systems make China work differently from a European campaign. First, Merit replaces Legitimacy for Celestial vassals, so your political capital is earned, not inherited. Second, four political movements contest the empire, and their balance drives the Dynastic Cycle eras toward Stability or Chaos. Third, when the cycle breaks, the Mandate of Heaven becomes claimable, and an ordinary independent ruler can walk away holding the Emperor’s crown.

Character build for the exam path

Learning is the stat that decides exams, so build for it from the first day. Take a scholarly education track, keep Learning above everything else, and pick up the traits that add exam bonuses: Poet, Governor, and the Confucian Education trait all push your results up.

As a parent, use the Attend Children’s Examination decision early. The Childhood Examination is the first of four rungs, and passing it starts your child’s ladder before they ever take a job. Repeated failures can set a kid back, so only send children who are actually ready. The trait loops in your favor from there: examinations advance the Confucian Education trait, and that trait makes the next examination easier.

Sitting as a candidate means stepping down from your office, so if you are mid-governorship with taxes flowing, assist instead: helping others earns Merit and Piety any time, without giving up your chair.

The merit ladder: exams and appointments

There are four examinations, in order: Childhood, Provincial, Metropolitan, and Palace. Passing one raises your maximum Merit Rank, and the shortcut is real: passing a higher examination lets you skip the lower ones. The Palace Examination is the last hurdle between you and the top government positions, and it runs on a regular schedule, so wait for the next sitting rather than quitting a good office for a gamble.

Merit itself comes from everywhere:

  • Taxes you send to your liege. The single biggest generator, which is why landing a governorship matters.
  • Governor work. Constructing buildings, solving governance issues, and contributing to Great Projects all pay Merit.
  • Estate buildings. Steady, passive Merit income, with some buildings adding percentage modifiers on top.
  • Everyday politics. Event choices, and paying the gold when vassals come asking, since they repay you with praise.

Appointments fill from the highest score when a title is vacated, but score is not a democracy: Merit Rank outranks even a high Candidacy Score, and rank gates the tiers. Prefectures are county level, Provinces are duchy level, and Circuits are kingdom level, with Minister at the empire tier as the summit of a career. The loop to internalize: Merit raises your Rank, Rank unlocks offices, offices pay Merit and salary, and salary buys the next step.

Governorship: what to actually do with it

A Circuit governorship is the prize: effectively the ruler of an entire kingdom, handed to whoever has the rank and the score. Do the job in this order:

  • Send the taxes home. Nothing else earns Merit as fast.
  • Build in your province. Construction, governance issues, and Great Project contributions all feed Merit, and they make the next appointment easier.
  • Stack governor trait experience. It feeds your Personal Movement Power, which is your political weight back in the capital.
  • Watch your contract. Your administrative contract sets Vassal Development and Governor Salary terms, and every step you tighten one side moves the other. Push for Normal terms before you push for pay.

Governorship is also a power base: men-at-arms effectiveness scales with Governor Efficiency, so a governing character runs a sharper army than a courtier with the same titles.

Political movements and factions

Every subject of China belongs to one of four political movements, and each movement gives different effects depending on the current era. You can change sides every 5 years at the cost of 250 Influence, so an early pledge is not a life sentence.

Your Personal Movement Power comes from who you are: age, title rank, Merit rank, devotion, influence, men-at-arms, governor trait experience, estate upgrades, disciples, and any councilor or diarch job you hold. A movement’s total Movement Power is the sum of every member’s personal power, and the totals unlock real rewards: 350 Movement Power gives every member the Yamen Grievance Drum estate upgrade, and 800 unlocks the Dismiss Hook and Request Permission to Raid interactions plus the Raid Estate scheme.

Leadership is contested. Every movement has a leader who holds the Make Movement Petition decision, and when the leader dies, the character with the most Personal Movement Power takes over. To take the post by challenge, prove yourself in front of the members and defeat the current leader in a political debate. As leader, a second kind of debate, before the Emperor himself, can win Imperial favor and make your movement Empowered, which brings powers to grow it and shift the Dynastic Cycle eras.

Disciples are the quiet engine here. An Elder and a Disciple are linked by Merit, since a disciple must have less Merit than their elder, and disciples lend their Personal Movement Power to you. Seizing the Mandate of Heaven, step by step

The claim condition never changes: you must be an independent ruler controlling more than half of the de jure counties of the Hegemony of China. Division is simply the moment the claim becomes possible.

  1. Build toward half the map. Grow through war, inheritance, and marriage while the empire is still whole.
  2. Watch the tripwires. Division arrives through catalysts during the Tension or Conquest phases, or when the hegemon holds less than 30% of China’s de jure territory, or when he hits the Illegitimate Ruler legitimacy level.
  3. When Division lands, claim immediately. The Hegemony of China title is destroyed, the former hegemon suffers an immediate succession, and all of his subjects become independent. Kingdom titles fall if their holder has under 100 Movement Power, and empire titles fall under 350. You will hold a Consolidate Land Under Heaven casus belli as an interloper, with your taxes cut by 20% until you finish the job.
  4. Collect the coronation package. A successful claim grants the Hegemony of China title, 1000 Treasury, 1000 Influence, 2500 Renown, 25 Control in every county of the realm, Maximum Legitimacy, the Son of Heaven permanent modifier, tributaries inside the realm folding into vassalage, and a switch to Celestial government for you and your vassals. You also choose the next situation phase, Advancement or Expansion, and any courtier holding 3000 Merit founds a noble family on the spot.

Playing as the emperor: holding it together

The empire you inherit is balanced on four movements, and your job is to keep them there. A movement with too much power can run the empire without you, so empower one only with a purpose, and remember that every favor you grant pushes 25 progress toward Division.

The ruling habits that keep a reign stable:

  • Keep Merit flowing through the court. Councilors are replaced whenever a character of higher Merit Rank is available, so appointing Rank 1 to 4 characters is how you keep the machine loyal.
  • Invest in courtiers early. Anyone crossing 3000 Merit founds a family, which means more noble families, more candidates, more allies.
  • Guard the tripwires. Stay well above 30% de jure control, keep legitimacy out of the Illegitimate range, and never let your own Movement Power slide, since the same thresholds that broke the old emperor break you.
  • Prepare for disasters. During a disaster’s impact phase, the Hegemon loses 100 Legitimacy where everyone else loses 50. Contribute during the warning phase to soften the blow.

FAQ

What is the fastest way to earn Merit in CK3 China?

Governing. Taxes sent to your liege are the biggest single generator, followed by construction and governance work in your province. Exams pay lump sums too, but the salary and tax loop runs constantly.

Can I take an examination while holding an office?

Not as a candidate. Sitting an exam requires you to lay down your office first. You can assist any examination without resigning, which pays Merit and Piety on its own.

How do you claim the Mandate of Heaven?

Be an independent ruler controlling more than half of the de jure counties of the Hegemony of China, then claim it when Division arrives, whether the hegemon fell under 30% of the realm, hit the Illegitimate Ruler level, or was pushed there through catalysts.

Does Merit Rank matter more than Candidacy Score?

Yes. Merit Rank dominates the appointment score and gates which tier of office you can hold at all. Influence can help at the margins, but it cannot buy a posting your rank has not unlocked.
